      The problem here is that your tablet is connected to a VPN, but your Chromecast is not. In order to cast USA content from your tablet to your Chromecast you have to do one of the following. 1- Setup VPN on your router. 2- Use Smart DNS instead of VPN, this is the easier option. Contact the support of your VPN provider and state your problem and my comment as the solution and ask them how to achieve that. They should provide you with step to step instructions. The instructions vary a bit from provider to provider, thus I prefer you do contact your VPN provider directly.
