Shadowsocks was created for the sole purpose of circumventing restrictions imposed by your ISP.
So, a VPN’s threat model is different than Shadowsocks’ threat model. Since the threat model is different for both these services, then the purpose of these tools differ.

With Shadowsocks, however, it’s a little different. Since it selectively re-routes traffic, you need to select which traffic you want re-routed.
