FaceTime isn’t available on iOS devices purchased or used in United Arab Emirates which is why UAE citizens have to change their app store region to access it. They can do so by:
First logging out of their current account.
Then selecting a region different than their current one.
After doing so, they can find the Facetime app in their store. They will then have to create another account with a new username and password when choosing the “no card option”.
